The Common Biomedical Waste Treatment Facility of Fresh Air at Panikhaiti Guwahati, Assam is one of the 149 units in the country registered under the Central Pollution Control Board, Delhi. This unit is authorized under Bio-Medical Waste Management and Handling Rules 1998, 2000,2003 by State Pollution Control Board Assam to dispose of Bio-Medical Waste.
Rule for BioMedical Waste In India And Common Bio-Medical Waste Treatment Facility:
The Government of India has promulgated the Biomedical Waste (Management and Handling) Rules 1998. They are applicable to all persons who generate, collect, receive, store, transport, treat, dispose, or handle biomedical wastes. This includes hospitals, nursing homes, clinics, dispensaries, veterinary institutions, animal houses, pathological laboratories, and blood banks.
It is mandatory for such institutions to:
Ensure proper treatment and disposal of biomedical waste by setting up treatment facilities like incinerators, autoclave, and microwave systems for the treatment of the wastes.
Make an application to the concerned authorities for grant of authorization
Submit a report regarding information about the categories and quantities of biomedical wastes handled during the preceding year by 31 January every year
Maintain records about the generation, collection, reception, storage, transportation, treatment, disposal and/or any form of handling biomedical waste
Report immediately any accident to the prescribed authority
The Amendment of the rules in June 2000 gives an option to the health care units of the country that such wastes must be treated in Common Bio-medical Waste Treatment Facility (CBWTF), if any health care unit fails to commission their own unit. There is a total of 149 numbers of CBWTF running all over India. They have become popular amongst the health institutions as they can avoid installing treatment and disposal units involving huge capital investment. Further CBWTF gives the option for treatment of BioMedical Wastes through an offsite facility away from the premises of these health care units.
The Central Pollution Control Board, Delhi has discouraged all the individual incinerators and encouraged Health Institutions to go for Common Bio-Medical Waste Treatment Facility.
